I don’t believe it because there’s hardly anyone on the island. There is now only one way in and out of Seaside area, and that’s over a bridge or by boat. No one is even allowed in to check their property.
I would think the area is being patrolled by police, but martial law? I doubt it.

Download it at the above link for free, then search Youtube for some Gimp tutorials and you’re on your way!
