No, you don't got it! It addresses LOOKING FOR TROUBLE, by displaying anything that will bring trouble about in a particular location. Like parking a car decorated with conservative bumper stickers at an OWS rally and not expecting it to be vandalized. Or parking one with KKK stickers in the 'hood and not expecting a greeting party of locals waiting for you when you return.
Having the RIGHT to do it does not make it a RIGHT thing to do! But I did NOT say that it should be forbidden, or treated as some sort of crime by the police.

I think the problem is not the local denizens or protestors but rather the police. They, like all other law enforcement officials, have sworn to uphold the law. The Constitution of the United States is the supreme law of the entire country.
They are therefore not doing their sworn duty.
The fix for this is for courageous men to put Israeli flags on their vehicles and drive them in mass into Dearborn.
