For background, in Hawaii, a 'poi dog' was a dog fattened up on the poi paste made from the taro plant and later eaten by humans. Apparently this practice was prevalent in Hawaii but died out some time after Europeans discovered the islands.
To make this even better, the band Poi Dog Pondering came from Hawaii.
This is a good joke on 0bama, IMO.
