Puerto Ricans are US citizens and are entitled to US passports.Some don't speak a lot of English.Perhaps that's the explanation.
I do have a friend who was born in Puerto Rico and have met some of her friends but they tell me that unless one marries someone from the Midwest, they usually wind up in the East Coast, which is populated with far more of their fellow Puerto Ricans.

Want a real eye opener...go to your Social Security office. That’s where the non English speaking aliens really line up for SSI...being illiterate & not qualified for work is almost a sure bet to get the $$$.
Understood.And,yes,they do tend to gravitate to the East Coast.But they're entitled to go wherever they want.IMO,it's more likely that what you saw were Puerto Ricans and/or "anchor babies"...both of whom are legally entitled to US passports.Short of having forged birth/naturalization certificates it's hard to see illegals trying to get US passports.
