Do you know what the purpose of FEMA is?
FEMA is an executive department and the acronym stands for Federal Emergency Management Agency. The head of the executive branch is the president. Therefore, the response of FEMA in any disaster is the president’s ball court.
And I’m not even talking about Louisiana. I live in Alabama. We’re often forgotten about when talking about Katrina but we still had our worst storm surge in 90 years.
And the governors do not have FEMA at their disposal. They can’t order FEMA to do anything. That comes from the president.
And it would not have taken much effort as you think to have had several million MRES stockpiled in cities across the region that weekend so that they could be deployed into the disaster area as soon as the all clear was given.
And done what? His presence would have done nothing except hamper and interfere with the clean up- He could see everything he needed to see with the news. A president traveling to the site of a disaster does nothing except require that traffic be stopped and additional security be provided. What a waste of time and money that could better be used for relief.

Nope. It wasn't even the biggest hurricane to hit the U.S. in the past 10 years.
The problem was the complete and utter incompetence and corruption of the democrats that controlled and continue to control New Orleans and most of the rest of Louisiana. Compare what happened in New Orleans to what happened when major hurricanes hit Florida and Texas.

I haven’t said that Bush’s response to Katrina was worse than Obama’s to the spill. Far from it. Obama’s response to the oil spill makes Bush’s response to Katrina look like Bob Riley’s.
However, I used that as an analogue because in both cases, the impression was/has been made that they have not been as attentive or concerned as they needed to. That’s why this has been called Obama’s Katrina.
Part of it is the biggest block that most engineers face:

People with big egos and little backing never accept solutions outside their chosen circle, because that would be to implicitly admit their own weaknesses. That regardless of what they had been spouting, they are NOT the smartest or the best.
So you ignore the best solutions, and go forward with what your own, limited, inexperienced group comes up with. And you don’t solve the problem. And you lash out at everyone else.
It’s what children and those who think with their heart not their head do. As well as PHBs (Pointy Haired Bosses). Obama’s ego is huge and fragile, and his knowledge - and those of his chosen inner circle and advisors - is severely lacking. But no, they cannot ask for outside help because that would admit that The One doesn’t know all, he’s not the one we’ve been waiting for...

The oil tankers could still be made to suck up the water, make the oil/water separation on board and dump the bottom water back into the Gulf. The bilge water will be oily, but much less so that the oil/water mix sucked on board.
You and Katrina are two fine examples of where socialism leads a nation.
Bush could’ve stopped the hurricane — Obama would have! So there.
The storm WAS Monday. The storm surge didn't hit us until 10 a.m. The response with assistance was unprecedented.
Within days the National Guard was throwing U.T.H. milk and MREs onto our front yards.
Despite all his other super serious flaws, his response to Katrina was immediate and decisive unlike some other golfer/partier we both knOw and despise.
Bush was rebuffed at every early attempt to legally change the course of events in Louisiana. The Governor refused. President Bush’s only recourse to earlier action would have been to infringe on the rights of the State of Louisiana and go against the Constitution.
Louisiana elected the wrong people for decades. Proved by Katrina.
