He gets credit from his base for voiding the EO. But the Religious Right can get much traction against him because no new stem cell lines are being created because he has not funded the research.
After all Bushs EO only applied to government funded research, so in effect Obama has changed the status quo not one iota.
The president cannot fund it. That is the function of Congress.

There was an early amendment in one of Congress’s bills that forbade them from funding it. Don’t remember what bill, but one of our guys snuck it in. I think it was in the stimulus.

I thought Obama’s EO ALSO banned federal funding of Adult Stem Cell Research. I.e., the research that actually produces therapies.

Someone needs to tell him the campaign is over, and ask him why he isn’t being the president yet. Maybe it’s his identity crisis. Someone call out to him “Hey zero, how bout that birth certificate bud?”
There may be no specific earmarked money for embryonic stem cell research, but their is nothing to prevent someone with NIH funding from using their research money to pursue ESCR now that the ban is lifted.
