Wasn't Goodell behind the fining of Arizona Cardinal players if they dared wear Pat Tillman's number on their helmet after he was killed in action, but was OK with parading around Gene Upshaw's initials on helmets for an entire football season after he passed away?

Upshaw, from my understanding, put the screws to a lot of veterans trying to get compensated for injuries related to football.

No, Goodell wasn’t the comish for the Tillman situation. The problem came in that there are certain uniform changes that need approval by the league, the league (pre Goodell) OKed a 1 game tribute to Tillman, they (with Goodell) approved a full season tribute to Gene. When they (whoever they is, probably Cards players) asked about the Tillman tribute they should have asked for a full season, it probably would have been approved, they asked for a game and got it, then some players wanted to wear it longer.
