For those of you who are not familiar with the term, Chutzpa it means unmitigated gall. It has best been described as a man who kills his father and mother and then throws himself on the mercy of the court on the grounds that hes an orphan.
Saudi Arabia has Chutzpah. The oil-rich country and de facto leader of OPEC has been milking the rest of the world for decades by helping to keep oil prices artificially high. Now it it is saying that it might need a bailout.
It is telling the world that if climate change protocols are enacted, and use of oil is substantially reduced the Saudi Economy will face great hardship, and the "rich" nations should give it a hand out:

So, what do they have to lose in asking the world for money? If a gutless, ignorant, inept and corrupt leader (Hello President Zero) is willing to give them money stolen though threat of force from it’s citizens; how does this hurt Saudi Arabia?
You know Papa “O” will be there with OUR cash in hand!

It is just being artificially induced by the world-wide adoption of "cap-and-trade", which means that no longer may the product of petroleum drawn from the ground be used as a fuel of any kind.
Petroleum, however, has WAY more, and higher-value, uses than simply as a fuel. Many of the fractions may be turned into high-tech, sophisticated compounds and materials that have a huge versatility in our daily lives, from lubricants to some surprising forms of plastics.
My favored power source would be to drill down to the Mohorovičić discontinuity, where the earth's rocky crust interfaces with the molten magma, and inject this opening with water and CO2 under extreme pressure. Several chemical reactions happen simultaneously, one of which is that the carbon dioxide and water are converted into new stores of petroleum (abiotic formation). Another is that REALLY superheated steam is formed, the same way that geysers and hot springs are, and since it is in steady supply, could be harnessed for geothermal power generation.
There is no such thing as "peak oil". There is only failure of imagination.
They can go back to making egg timers for all I care.
The Saudis have a problem. For decades they’ve been using oil revenues to finance an unearned standard of living for their citizens, and especially the Saudi Royal Family. The leadership will be in big trouble if they try to reduce the cash flow.

I do agree with this point though:
