Oh, my no. Quarantine is perfectly available without martial law. HERE is a set of readings that will set your mind at ease. Sure, you could be arrested, isolated, forbidden to leave, and die writhing in misery in a puddle of your own bodily fluids, but it would most likely be under the legal purview of the state, not the federal government.
