The Logan Act is a United States federal law that forbids unauthorized citizens from negotiating with foreign governments. It was passed in 1799 and last amended in 1994. Violation of the Logan Act is a felony, punishable under federal law with imprisonment of up to three years. The text of the Act is broad and is addressed at any attempt of a US citizen to conduct foreign relations without authority.
In the Early 1980's President Ronald Reagan was Isolating the Soviet Union, while rearming the US at a pace that the USSR could not keep up with. His strategy, resulted in ending the cold war, destroying the Soviet Union and bringing down the Communist dictatorships across Eastern Europe.
In 1983, Senator Ted Kennedy secretly traveled to the Soviet Union in an attempt to ruin the President's strategy. At the very least this was a violation of the Logan act. To some it might have been an act of treason.

1) So we're just going to believe some memo from the Soviet Government files, which may or may not be real, may or may not be forged?
2) The Kopechne Killer spent over 45 years in Washington as a Senator. During the course of that time he must have met with diplomats from all 190+/- countries in the world in diplomatic and social settings. So instead of using those contacts to set up a communication channel with the Soviets he chooses his knuckled-headed flash-in-the-pan one-term-Senator college roommate and sends this lardhead to Moscow to communicate for him.
Does anyone else see a problem with this scenario?
I don't want to say anything positive about Senator Sleeze, but this memo just doesn't pass the smell test.

In doing so Kerry also violated an article in UCMJ, since he still held a Navy commission at the time. As a minimum, that should be a lifetime of breking rocks at Leavenworth.

It’s not like the memo just surfaced yesterday.
It was discovered by a British journalist pouring through recently released KGB files after the Soviet Union fell. It’s been published in his book a looooong time ago. That’s where people originally found out abobut it.
Kennedy had well over a decade to denounce it and deny it.
