Any representative regardless of party who does not read an entire bill should never be re-elected.
The only excuse for not reading a bill is if the WH or Congrssional leaders do/does not allow time enough to read it or have access to it in the first place. Then it is up to us to vote whomever sits in the WH out of office the moment the chance arises to do so.

How about also limiting the number of amendements? If they can’t get it passed with x number, then it was trash to begin with and they need to start over with a better worded bill.
