June 6th at precisely 1:45AM will go down in history as one of the most important points in the Obama Presidency. It is the moment that Barack Obama signed an executive order. Some are saying it is the most important piece of legislation since the "Emancipation Proclamation" of 1863 in which Abraham Lincoln, with the stroke of a pen freed the slaves. In the same way, Barack Obama will forever be known as the President who gave our country the "Proclamation of Gender Equity", and in so doing guaranteed Americans would once and for all be truly equal.
Paving the way for this are Health-Care Reforms which promise to provide free healthcare to anyone fortunate enough to set foot in the general vicinity of the United States. In a statement released from the Department of Homeland Security, Janet Napolitano explains. "Because of the prevalence of hate-crimes in America, President Obama has seen fit to task my department with its implementation. Under this order, the incidence of crimes against others based on their gender will all but disappear. This law will not only make America safer, it will reduce the deficit by reducing litigation resulting from discrimination."

Details of the Executive Order are trickling in, but preliminary reports say that it provides mandatory gender-change operations for all American citizens free of charge. It will be implemented over the next six months. When asked if the goal was ambitious, Mr. Gibbs had this to say, "Heck no! And besides; think of all the doctors and stuff we can keep busy. That'll really be much more better for the economy, don't you think?"
In a trial run, Secretary of State Hillary Clinton and Representative Barney Frank were the first to take part in the program. "The results speak for themselves." said Ms. Clinton. "Even Bill has made a pass or two at me since I made the change to be a female." While Barney Frank claims there is no noticeable difference.

I would expect a President to have a better grasp of English grammar than that displayed here. Gender refers to grammar, not the sex of a human.
The grammatically correct wording would be "Proclamation of Sex Equity".

Actually, it’s one of the hardest things I’ve ever done. It was a great picture of Ann too. And thank you for actually reading the story and clicking the link. Seems a lot of folks read the headline and missed this was satire.
