H.R. 1388 passed by the Senate - 26 March 2009 — Serve America
www.catsden.wordpress.com ^ | March 26, 2009 | Catsden

Posted on 03/26/2009 6:53:11 PM PDT by joygrace

Interestingly enough an important amendment brought to the floor today was not in the H.R. 1388 when it passed the Senate today.

The first presented by Sen Vitter (LA) wanted to insure that no money be made available to ACORN and its affiliates, on the grounds that it is a organization with possibly suspect behaviour and that including it in the bill would not be able to politicize charitable giving and activities.

Saying that the bill doesn’t allow politicized does not necessarily protect the country from ACORN’s “so-called” charitable activities. ACORN has already received considerable funding from the government, for instance $800 thousand from Fannie Mae from 2002-04.

That's easy: it's because the GOP is no longer a right-of-center / small-government / pro-individual liberty political party. They have moved left as the Dims move even further left.

That is the easy answer ;)

I am wondering how in the world they justify it. Do they think that ppl wont read it? Do they care what anyone thinks? Are they afraid of Obama and his ilk? Are they so secure in their offices that they think they couldn’t possibly be voted out? Do they think that if they keep going left that they can redefine the party and enjoy the safety of not being a dime’s worth of difference?

I am curious! I don’t know many of the Republicans who voted for it. Perhaps ppl from their states can speak to their reasoning, as they know them better.

This is just insane.

Everyone of these bozos should be impeached for violating the 13th amendment.

I refuse to obey this thing or my children or my grandchildren. I intend to use the 13th amendment while it is still in the constitution as my defense before being sent to the new re-education camp.

On the plus side: It will be fun to watch the reactions of the obamanoids when they find out they are going to have to actually WORK for the first time in their life.

The last I checked on HR1388, the word "mandatory" was removed however I discovered a wrinkle and I am not sure how the wrinkle (HR 1444) ties in so I haven't reported on it yet.

The "mandatory" Language has been taken out of HR1388 but moved to a new Bill. Check out a new Bill introduced...HR 1444. I haven't had time to do the proper research but first blush it is a bit bizarre and seems underhanded.

The HR1388 Bill in the Senate is over 60 pages and I have not reviewed it like I did on the version in the House. Also, the public has yet to view the Amendments that the SENATORS agreed to yesterday. The text may be on THOMAS by now. Website OPENCONGRESS is now reporting 43 AMENDMENTS are attached to this disaster. I will try to catch up on what is in each Amendment, HR1444 and final language for HR1388 today and over the weekend. I have a busy day with work but I'll find some time. Below is what I know about this new Bill:

H.R.1444

Sponsor: Rep McDermott, Jim [WA-7] (introduced 3/11/2009) Cosponsors (6) Latest Major Action: 3/11/2009 Referred to House committee. Status: Referred to the House Committee on Education and Labor.

SUMMARY AS OF:

3/11/2009--Introduced.

Congressional Commission on Civic Service Act - Establishes the Congressional Commission on Civic Service to make recommendations to Congress for: (1) improving the ability of individuals to serve others; (2) training leaders in public service organizations to better utilize individuals committed to national service and volunteerism as they manage human and fiscal resources; (3) identifying solutions to the barriers that make it difficult for some individuals to volunteer or perform national service; and (4) building on the foundation of current service and volunteer opportunities. Specifies topics to be addressed by the Commission, including deterrents to service, a mandatory service requirement, and the need for a public service academy.

A BILL To establish the Congressional Commission on Civic Service to study methods of improving and promoting volunteerism and national service, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE. This Act may be cited as the `Congressional Commission on Civic Service Act'.

SEC. 2. FINDINGS. Congress finds the following:

(1) The social fabric of the United States is stronger if individuals in the United States are committed to protecting and serving our Nation by utilizing national service and volunteerism to overcome our civic challenges.

(2) A more engaged civic society will strengthen the Nation by bringing together people from diverse backgrounds and experiences to work on solutions to some of our Nation's major challenges.

(3) Despite declines in civic health in the past 30 years, national service and volunteerism among the Nation's youth are increasing, and existing national service and volunteer programs greatly enhance opportunities for youth to engage in civic activity.

(4) In addition to the benefits received by nonprofit organizations and society as a whole, volunteering and national service provide a variety of personal benefits and satisfaction and can lead to new paths of civic engagement, responsibility, and upward mobility.

SEC. 3. ESTABLISHMENT. There is established in the legislative branch a commission to be known as the `Congressional Commission on Civic Service' (in this Act referred to as the `Commission').

SEC. 4. DUTIES.
(SNIP)
(a), the Commission shall address and analyze the following specific topics:
(SNIP)
(6) Whether a workable, fair, and reasonable MANDATORY service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.

Thanks Joygrace!

We should call this thing by it's name: corvée

I'd expect the compulsion will be exerted via the schools. Districts, school boards, and principals will arrive at an understanding with their betters on how many volunteers they produce and what they'll be able to get or keep in return.
The teachers will carry out the subtle recruiting.

We know they'll withhold the word "mandatory"(implying the stick) as long as possible. The corvée will rely rewards:granting or withholding them. Grades, letters of recommendations will be understood to be rewards.

Withholding reward is not, theoretically, punishment. But it is in fact, and kids will realize this instantly. Combined with the meetings, discussion groups for the ladling of propaganda, the jealousy over assignments and favoritism, and the boredom, they'll soon despise it and scorn its agents.

They'll be burning their draft cards in town square.

Senator Hutchison voted “yea.” I called her office and voiced my opposition. I also told the staffer that she could forget about my vote if she decides to run for governor of Texas because she has proven herself to be irresponsible. The staffer said she voted for it because it had “some good programs in it” and I said that it didn’t matter because we can’t afford it and that it was one more nail in the bankruptcy coffin of our nation. (I didn’t want to get into any of the details of the bill because the staffer sounded clueless.) Her number is: 202-224-5922.

I will also call Sen. Cornyn and thank him for his opposition: 202-224-2934.

Look what I found....... “As he builds a $1.75 billion empire, Michael Milken reaches into an old bag of tricks.”
Some geniuses are driven by an inevitable force. Case in point: Michael Milken. http://en.wikipedia.org/wiki/Michael_Milken Thus we find the former junk bond king, now 55 and barred for life from securities activities, sitting on the throne of a $1.75 billion private education empire that includes private and publicly traded companies. The old suspicions still dog him. But even those suspicious of him say that, by all appearances, he appears to be doing it right this time. So what’s the catch?

His new sovereignty, Knowledge Universe, oversees nearly 50 companies, many of them interlocking. Some are wholly owned by KU. In others, KU holds anything from a majority to minority portion, (see chart). What they all share is place and purpose within Milken’s latest grand vision, one reminiscent of his junk bond kingdom from which he made as much as $500 million annually. Together, Milken’s new numbers include 14,000 employees worldwide. Though only 5 years old, Knowledge Universe is already on the brink of dominating several sectors of what is being called the Internet’s next killer app: e-learning. A space so vast, with a potential market of more than $10 billion a year, online learning could turn out to be the richest truffle since Milken sniffed out the untapped potential of high-yield debt.

Anglian,

I am speechless. This is a potential huge story. The deep rooted interlocking corrupt connections in the leftwing nut party is astonishing beyond words.

You have found something terribly newsworthy. The Public needs to know the connections, the plans, the intentions here. I think we will learn about conspiracy and corruption all the way to the top. We need to expose the naked truth here and the Public can decide how they would like to proceed.

It is sickening and this is what we know so far.....

There were 43 amendments attached to HR1388 when it passed the Senate. Wonder what is in the fine print of all of those amendments? One of the proposed amendments that did not make it to the final bill was one that would make Acorn ineligible to receive funds. Go figure.

See post #26 for the latest menace we have to keep an eye on now. A "new" resolution has been introduced in the House, HR1444, containing the original language from HR1388 about determining whether community service can be made mandatory. Apparently the language about mandatory service isn't in HR1388 as passed, at least as far as anyone seems able to determine. The new HR14444 has been referred to Committee, so it may or may not ever make it to the floor. We shall see.

Can anyone direct me to a place to brush up on how bills move through Congress? I’m trying to follow this HR1388, the Senate bill, and I’m having a hard time because I don’t remember how this all works. (Bills starting on one side, passed by the other, renaming, etc.) It’s been a long time since high school government class! The articles I’ve found on Google are really long and detailed, I would just like a quick and simple version to brush up on the basics.

For instance, this article says that HR 1388 passed the Senate, but I thought that bill was renamed S277 (S277 had quite a few things different than the original HR1388). But when you look it up it is still referred to as HR1388. So now I’m wondering is HR1388 the same as the Senate S277 bill, or more like the original one from the House? I want to be able to know what I’m talking about when emailing friends about this bill. Thanks so much for any help!

This is a little confusing. The article below says that S.B. 277 passed. It doesn't mention 1388. They make it as confusing as possible I'm sure.

“SENATE VOTES TO TRIPLE AMERICORPS, BOLSTER SERVICE”
http://seattletimes.nwsource.com/html/politics/2008910666_apcongressnationalservice.html

(9 paragraphs down)

“The House, which passed a similar bill last week, plans to bring the Senate version to a vote as early as Monday.”

In Germany, when Hitler came to power, it was a time of
terrible financial depression. Money was worth nothing. In Germany
people lost homes and jobs, just like in the American Depression in the
1930s, which we have read about in Thoene’s Shiloh books. In those days,
in my homeland, Adolph Hitler was elected to power by promising
“Change.”

He blamed the “Zionists” around the world for all our
problems. He told everyone it was greedy Zionist Bankers who had caused
every problem we had. He promised when he was leader, the greedy Zionist
bankers would be punished. The Zionists, he promised, would be wiped off
the face of the earth. So Hitler was elected to power by only 1/3 the
popular vote.

A coalition of other political parties in parliament
made him supreme leader. Then, when he was leader, he disgraced and
expelled everyone in parliament who did not go along with him.

Yes. Change came to m homeland as the new leader
promised it would. The teachers in German schools began to teach the
children to sing songs in praise of Hitler.

This was the beginning of the Hitler Youth movement. It
began with praise of the Fuhrer’s programs on the lips of innocent
children.
Hymns in praise of Hitler and his programs were being
sung in the schoolrooms and in the playyard.

Little girls and boys joined hands and sang these songs
as they walked home from school.

My brother came home and told Papa what was happening at
school. The political hymns of children proclaimed Change was coming to
our homeland and the Fuhrer was a leader we could trust.

I will never forget my father’s face. Grief and fear. He
knew that the best propaganda of the Nazis was song on the lips of
little children.

That evening before he said grace at the dinner table,
he placed his hands upon the heads of my brothers and me and prayed the
Living Word upon us from Jeremiah 1:4-5.

‘Now the Wordof the Lord came to me, saying, “Before I
formed you in the womb I knew you, and before you were born I
consecrated you;
I appointed you a prophet to The nations.”

Soon the children’s songs praising the Fuhrer were heard
everywhere on the streets and over the radio. “With our Fuhrer to lead
us, we can do it! We can change the world!”

Soon after that Papa, a pastor, was turned away from
visiting elderly parishioners in hospitals. The people he had come to
bring comfort of God’s Word, were “no longer there.” Where had they
vanished to while under nationalized health care? It became an open
secret.

The elderly and sick began to disappear from hospitals
feet first as “mercy killing” became the policy.

Children with disabilities and those who had Down
syndrome were euthanized.

People whispered, “Maybe it is better for them now. Put
them out of misery. They are no longer suffering. And, of course, their
death is better for the treasury of our nation. Our taxes no longer ust
be spent to care for such a burden.” And so murder was called mercy.

The government took over private business. Industry and
health care were “nationalized.” (NA-ZI means National Socialist Party)
The businesses of all Jews were seized. (Perhaps you remember our story
in Berlin on Krystalnacht in the book Munich Signature)

The world and God’s word were turned upside down. Hitler
promised the people economic Change? Not change. It was, rather,
Lucifer’s very ancient Delusion leading to Destruction.

What began with the propaganda of children singing a
catchy tune ended in the deaths of millions of children. The reality of
what came upon us is so horrible that you in this present generation
cannot imagine it. Our suffering is too great to ever tell in a book or
show in a black and white newsreel.

When I spoke to Bodie about some of these things, she
wept and said she could not bear to write them.

Perhaps one day she will, but I asked her, “who could
bear to read our uffering?” Yet with my last breaths I warn every
Christian and Jew now in the name of the Lord, Unless your course of the
church in America is spiritually changed now, returning to the Lord,
there are new horrors yet to come.

I trembled last night when I heard the voices of
American children raised in song, praising the name of Obama, the
charismatic fellow who claims he is the American Messiah. Yet I have
heard what this man Obama says about abortion and the “mercy killing” of
tiny babies who are not wanted.

There are so few of us left to warn you.

I have heard that there are 69 million Catholics in
America and 70 million Evangelical Christians.

Where are your voices? Where is your outrage? Where is
passion and your vote? Do you vote based on an abortionist’s empty
promises and economics? Or do you vote according to the Bible?

Thus says the Lord about every living child still in the
womb.

“Before I formed you in the womb I knew you, and before
you were born Iconsecrated you.”

I have experienced the signs of the politics of Death in
my youth. I see them again now. Christians! Unless you stand up now, you
will lose your freedom of religion.

In America priests and preachers have already lost their
freedom to speak openly from their pulpits of moral danger in political
candidates.

They cannot legally instruct you of which candidate
holds fast to the precepts of scripture! American law forbids this
freedom of speech to conservative pastors or they will lose their “tax
exempt” status. And yet I have heard the words of Obama’s pastor Damning
America!
I have heard the words of Obama damning and mocking all
of you in small towns because you “Cling to your religion.”

But I am a woman whose name is unknown. My life is
recorded as a work of fiction. I have no fear of reprisal when I speak
truth to you from the pages of a book. I am an old woman and will soon
go to be with my Lord. I have no fear for myself, but for all of you and
for you children, I tremble. I tremble at the hymns to a political
leaders which your children will sing at school. (Though even now a hymn
or a prayer to God and our Lord Jesus is against the law in public
school!) I pray you will personally heed this warning for the sake of
your children and your grandchildren. Do not be deceived.

The Lord in Jeremiah 1:7-8 commands every believer to
speak up!

“Do not say, ‘I am only a youth,’ for to all whom I send
you, you shall go, and whatever I command you, you shall speak. Do not
be afraid of them for I am with you, declares the Lord!”

I am in Prayer for you, and for the Church! Spoken to
you in the authority of Jesus the Christ, the Name Above All Names,
Lori Kalner

The mandatory service clauses have been moved to HR 1444. They’re not dead yet.
