This is one of the lamer conspiracy theories.
To start with, after Katrina, it was pretty obvious that one of the big disaster relief problems was that lots of displaced people had nowhere to go. But as Texas soon learned, Benjamin Franklin was right when he said that guests, like fish, begin to smell after three days.
So what happens when the US gets hit by the next disaster? The San Andreas or New Madrid fault goes pop. Another bad hurricane swamps New Orleans again. Something bad happens.
So why not prepare by making some place where lots of people can go, regionally, in the US? Security, shelter, food, medical care. Why not put them on a military base. It already has those things with the least amount of work.
Assuming that they are going to be concentration camps is like assuming that the government puts food in grocery stores because it wants to poison us all.
Such conspiracy theories generally fail to pass what I call the “Microsoft Certified Engineer-ditch digger test.”
That is, when the CONspiracy takes over, it will put all the MSCEs into labor battalions to dig ditches. Because tyrants NEED ditches dug. Ditches are far more valuable to tyrants than Microsoft software, which is glitchy. Either that or tyrants prefer Linux.
In any event, it misses the point. If you were a tyrant who took over the United States, you *want* the current situation. You *want* MSCEs designing the next generation of Windows software. If you need ditches dug, you want to put illegal Mexicans to work digging them. It’s much more cost effective.
Obama is the president. HIS party controls both houses of congress. HE is commander in chief of our almost entirely Republican military. But the bottom line is that he gets to do what he wants for four years, so he doesn’t need concentration camps.
After four years he will probably be happy to leave office. Then we can go back to worrying about the next conspiracy theory.

I went to Thomas.loc.gov to find the official version of the bill. H.R. 645 does in fact exist and it’s title matches the one you linked. Curiously enough, wen I clicked to get the GPO’s pdf file of the bill, it came back saying the document had been altered, that it’s digital certificate was invalid. Now why might that be? Hey, I’m just askin’ here, not troofin or anything.

We are located 60 miles NE of a major city and back in the 80’s, according to one local paper, our county was designated as a possible emergency relief zone for that city. Those plans are already (and have been) in place for ages.
They just don’t talk about it. If you live outside a major metropolitan area along interstate corridors, your community is most likely “part of the plan”.
State & Federal Parks, sports stadiums, school campuses, farmland etc can all temporarily support refugees, gov’t trailers and tents.

I can’t debunk their existence either. They exist there is no question about that, so it’s not trying to prove a negative as you say.
That said however besides having fun with conspiracy theories, I’m can’t say that they are part of some giant conspiracy to house political prisoners, conservatives, Chinese prisoners of war when they invade California via cargo ships, leftists, illegal immigrants, gun owners, or whatever the flavor of the week is talking about these camps.

You do know that every infantry division has a brigade that is combat-ready at all times.....packed up and ready to deploy with all their gear at the airbase......don’t you? Well...that’s how it was 10+ years ago in the 25th ID......maybe now all combat brigades are all on leave at all times.
Less than 1 road mile from my home is a four lane. This is in a rural area. It has been planned, and is, part of an evacuation route from DC to points west and south. Matter of fact, the completion of the last part in the state (in the mountains east of me) is on tap for part of the stimulus. Often I've read of our governor attending meetings with other governors to make plans for just such an evacuation. What I have never heard or read though, is just how the government plans to deal with those evacuees who decide to turn off this four lane into the surrounding countryside. Just about the time these evacuees get to my area, a wholebunchalotta gas gauges are gonna be nudgin' "E".
And many of them will be in busses. No mayor is ever going to make that mistake again. We want to move out of this corridor area. I don't want to ever have to deal with a "post katrina" style evacuation in my back yard.
Folks here have already starting talking informally about how to contain just such a situation by themselves. No gov’t involvement, just neighbors bent on self-preservation.

Most of the old civil defense storehouses were dismantled in the ‘90s. A friend of mine got a tour when they were decommissioning one. It had a lot of medical equipment, but stored drugs were all morphine and Thorazine.
