U.S. District Judge Ricardo Urbina ordered that 17 suspected Muslim terrorists be released from the U.S. military prison at Guantanamo Bay and transported to the U.S.
The government has not proven that these men are terrorists, Urbina ruled. They are to be freed. Inasmuch as they originally were captured while on their way to the United States, military authorities are hereby ordered to assist them in the completion of what the prisoners have called their mission from God.
The judge said he had to include transportation to the U.S. because no other country is willing to admit them.
Following an appeal by the Bush Administration, a higher court has stayed the release order for the time being.
