I do not think a national HOA would be possible, nor that a whole different set of rules can be legislated upon existing HOAs. Somebody's tinfoil is a mite tight.

Very true, but some of the HOA's are starting to model their structure on the IMC.

For example, Charleston, Ill has adopted the IPMC.
