I know this isn’t your position, LJ, but I’m too far behind to see who I should be responding to. The article below was written by Time Magazine in 2017 and, at the time, they were fretting that it was PDJT who was about to issue secret pardons of himself or his family. The conclusion in the article is:
“The short answer: In theory, yes [the President can issue secret pardons].”
Time is certainly no authority on anything, but this is what they wrote after presumably doing a bit of research with the Office of the Pardon Attorney in the Justice Department.

well, they're not ALL anti-Trump folks in the USPS. Out here in flyover country, the local carriers are pretty conservative, but in the main post office and sorting facilities in big, blue cities, it's hopeless.
Plus, the opportunity to cheat doesn't just involve the postal service. Once that envelope leaves the voter to be turned in, there are ample hands that touch it, and none of them are being watched. There is NO CHAIN OF CUSTODY!
A couple of callers on the David Webb show today said that in, I think Washington, you mark the outside of the return envelope as to which party you're voting for. I guess that makes it easy for them to decide which ones to count and which to toss or change.
