One of the underlying purposes of a rail-to-trail conversion initiative is that it preserves a right-of-way that a railroad has abandoned and would otherwise want to sell.

Converting it to a trail allows it to be used for a public purpose, but the property is deeded in such a way that it can be converted back to a railroad if there is ever a need to do it in the future.

Call me paranoid, but I wonder if this isn’t a way to make it harder for any new private rail company to compete with AMTRAK.
