Given my belief that Ohr was a dupe, not a principal in the coup d'etat, I am guessing that the answer to Q's question is "No," ... meaning "Panic in D.C." is from other (unnamed) factors rather than Ohr giving some secret testimony as I speculated earlier. If Huber has been gathering evidence and locking down documents and testimony (e.g., Huma, Tony Podesta, Wiener, Braverman, Chelsea etc. ... maybe even some from the WH), someone would know about it. Maybe that was the source of "Panic in D.C."
It is the considered opinion of the Oracle that Q may not have been referring to Ohr's "testifying" to Congress specifically. There are many different people/agencies he could have testified to (Huber/Horowitz etc.), of which Q would be aware.

It's the Oracles considered opinion, being a tic-tac-toe master, that the game will ALWAYS end in a tie if the SECOND player's first move is correct, which of course a computer would do. Human error on the second move will cause the loss.
If played correctly, the second move determins whether it will be a tie of a victory for the first move guy.
That's my opinion on tic-tac-toe, anyway.

It appears the Q is saying that Snowden was somewhat of a patsy when he released the NSA code words and that the ACTUAL codewords were then released by SHADOW BROKERS who Q insinuates is the CIA, and that they were SPOOKS either pretending to be or actual Russian CIA assets.

It was once suggested to me that in a perfect world your enemies use YOUR technologies for their defense, etc., and at some point you can take them out or take them over.

I’ve always considered, in these matters, at some point the white hats can/could do some pretty interesting things.

I believe the communications center set up early on in Trump administration in Saudi Arabia was the first implementation of new systems that were separate from the legacy / corrupted mess that’s inherited. That’s why the taking down of satellites, some time back, was critical in these regards.
