History is void of nations who've reversed the course of corruption without major conflict. That's just the nature of the human being. Your advice to prepare is very wise advice, IMO.

I started school in 1962 and got only 2 Polio & Smallpox. I contracted the Measles, Mumps & Chickenpox while in school.
Actually, what would happen is when 1 kid got them, our parents would send us over to their house to get infected and get it over with.
That is how I got all 3 before the end of 2nd grade.

Investigation of fraud, by rule, can start AFTER the certifications.
Certifications are key since that means the certifier agrees with the fraud.
