Should it be legal for a taxpayer [D+R+I] funded organization to donate massive amounts of money to the D party in an effort to sway an election?

We had an interesting example of Democrat money laundering in Arizona. Arizona's "Clean Elections" law gives government money to statewide candidates who agree not to take outside money. A number of Democrat candidates took the money and then donated much of it to the state Democrat party.

The Clean Elections law created the moral hazard leading some people (i.e., Democrats) to run for office solely for the purpose of getting free money to donate to their party.
