I would list the individuals off 1 by 1. I would explain what each individual did.
And at the conclusion state that under his Constitutional authority which was confirmed by the SCOTUS case EX PARTE GARLAND, (1866) grant pre-emptive pardons for officials involved in these spying programs.
I would then state how laws and regulations will be changed to insure that these acts can never be perpetrated on the American Voter again.
And then I would recommend everyone go out an vote out more of the corrupt legislators that not only allowed this to occur, but covered for these illegal actions after the fact.
Let it burn and we will start over. If a group of people want to support the overthrow of a duly elected president and the laws of the country, they need to be dealt with harshly. Those doing the burning will be easily identified.

After 9 months, they didn’t have anything on him so they needed to manufacture something to give to the FISC court to extend surveillance. Phase 2 of the operation started when the press barked to the press about foreign policy in March 2016.

Possibly, but the irony is that Obama doesn't really care about American blacks. He has an agenda, and is driven by ideology. He is not 'a brother', and not just because he's half white. He has nothing in common with the kid who lives in a gang war zone. He has nothing in common with the black men I worked with when I was in college - who wouldn't get on an elevator in their inner city building unless they were carrying.

Remember that FORMER President Obama's very very first act in office, on JAN 21, 2009, was to sign an Executive Order 13489 that essentially made sure that a President's (former and incumbent) personal records could be kept private by claiming executive privilege (while promising a "transparent" administration... which then set the record for FOIA request rejections).
Idiot Liberals will argue that the EO was intended to make Presidential records more transparent, as it says in the EO itself... and yet somehow ALL of Obama's personal records remain hidden. Once again, the Marxists make a rule that only applies to others, never themselves.
David S. Ferriero, who was confirmed as 10th Archivist of the United States on November 6, 2009, is the current Archivist. He actually has the final say on which records are to be released upon request (after giving a President 30 days to respond to the request)... and of course, he is an Obama appointee.
(Interesting note: The previous Archivist, Allen Weinstein, left office very quickly after Obama was elected, but before Obama took office... being forced from office on DEC 19, 2008, due to sexual harassment claims against him... which went unreported until FOIA requests were finally granted in 2017, after Obama was out of office.)
