The horse should rate higher than a dog, because a police officer was riding at the time, and could have been injured if the horse reared.

A woman accused of hitting a state police horse with a flagpole during a counter-protest to a March Against Sharia rally in Harrisburg last June won't go to prison for the attack. Always entertaining on how they write the story to give the impression the protestor was in the March Against Sharia by capitalizing it. Attempting to give a little dig with their context.
