Not all of it. Some really cool tech and high end military equipment comes from DARPA programs.
They are not just a group of people hanging out thinking up bad stuff although there are DARPA programs all over the place that don’t even know others exist.
Like anything else there are White Hat programs and Black Hat stuff going on.

“We have grounds”. I took that to mean that we have grounds to prosecute all the pedos who went to Pedo Island. My guess is that they thought they were immune from prosecution for acts that occurred outside the US, but our DOJ (Thank you, AG Sessions!) found grounds for prosecution. Just my guess.

DARPA isn't restricted to hardware. Since at least the 1960s and perhaps back into the 1950s, DARPA was the original funder of (software) research in artificial intelligence, notably at MIT, Carnegie-Mellon, and Stanford.
IMHO (always very ‘umble...), “We have grounds” means grounds legally; if ground is occupied or taken as in literal territory, I would think it would be stated something like “we have the ground”. I just do not know. It just does not strike me as actual ground as in a piece of earth.
