I think the cases against each are fairly independent. Comey was right in the thick of faking the Russia narrative using FusinGPS and Crowdstrike, getting a FISA warrant as insurance against being criminally charged with snooping without a warrant, and continuing subterfuge to sink Trump after he was elected.
I haven't figured out the Rosenstein gambit just yet, but I believe it involves Mueller too. I think Rosenstein was given a choice to choose sides - a risky move on Trump & Sessions' part. Once in place, he appears to have sided with the dark hats; but I suspect even that is a gross simplification. "Complicated business" as Trump once said.
