This is not consistent with real world experience

It is Brookings so just ignore it. They have very little credibility.

When I was doing weapons design stuff they ended up working with us because they had some lucrative contract/study they were doing for the DoD. The two men doing the work with us were not qualified nor smart enough to grasp what we were doing and the report they published was total crap.

Normally the findings are written first and then data is worked over to fit. This is especially prevalent in the soft sciences (pseudosciences actually) but is becoming very common in more scientific areas like drug research and even in “hard” science.

Sure, they’re seen driving while texting, etc. But can many of them weld, repair vehicles, build houses,...?

Those are useful technical skills.
