Almost one month after Hurricane Maria devastated Puerto Rico, technology firms like Tesla are stepping in to fill the relief-effort void that many say President Donald Trump has created.
Following through with a pledge by Elon Musk that his company could solve Puerto Ricos energy crisis with solar panels and batteries, Tesla Powerwall battery packs were spotted at San Juan airport on the island over the weekend.

Well, they were/are bankrupt and the electrical grid was junk.
To build a new grid will take many months/years.
I do not think solar panels are the answer, but might as well build some small scale experimental installs

Musk is going to hook up a giant generator to the island so every time it flips over it generates electricity.
Trump only needs to send one or two more military people and the island will start flipping over and over so fast it can generate all energy it ever needs!

Given that there were problems with diesel fuel being siphoned out of the hospital generators, I suspect he picked a location where his battery packs won’t stage a quick disappearance.
Electric cars? Electric golf carts are enough of a pain in the ass when the batteries go dead on the 13th fairway which is farthest from the clubhouse.
Trump sent FEMA and other government resources. If the job is not getting done then it is a failure of their beloved government.
It has nothing to do with Trump. It has to do with how fast poles can be set, cables and cross arms attached, and transformers placed back on poles. I have three poles on my driveway with a single feeder. It took my utility company with two trucks the better part of a day to set them 26 years ago. When lines are made hot work will go even slower due to safety precautions.
The fool reporters and other critics who know nothing about how a power grid works believe it can be done overnight. Inside the CONUS it can be done somewhat faster because of Mutual Aid Agreements where a utility will send one or two crew to a hit area with a Bucket Truck and pole truck bringing poles. Multiply that by a hundred or more utilities and it makes things go faster.
New poles, transformers, likely some new substations and cable will have to be delivered and likely manufactured first in the CONUS. McGraw Edison Co aka Cooper Industries used to make utility transformers I'm not sure if they still do or how many other companies manufacture them. I know McGraw Edison did back in the 1980's because I hauled them from their plants to the local utilities.
Musk may possibly be able to help residences with limited power. But what about the safety of the building, codes, etc? It has to be done right or a bigger disaster awaits. But it will take getting the power grid back up for factories and hospitals. The reporters and critics don't grasp why this must happen first neither nor the magnitude of the task involved.
