Not really. Only kind of recently once.

Mostly it’s been a mess of quarreling fiefdoms causing more trouble for themselves than anyone else.

Only point is to control taxation and redistribution, but on a worldwide scale. And of course, the UN “climate change” offices are located in Germany.
