I use PSP for my own photo editing but at the office where I cannot install programs (or bring them from home) I’m locked down to making do with what is available.
And that may mean getting a screencap and editing it down (cropping, resizing, saving as BMP, JPG, or PNG, or adding some descriptive text).
Not fancy, not “artistic” but a small down and dirty get the job done tool.
And the hipsters on the hostile fakebook were telling people (A) buy a new computer, and (B) subscribe annually to a Photoshop license. Anyone unwilling to do so must be “cheap” and shouldn’t touch a computer.

I deal with maritime photos which are oftentimes taken from a rolling, heaving deck, and when the horizon is not horizontal it is very obvious.
Irfanview (Free!) allows fine rotation of images one degree at a time.
That in itself is a great tool.
