All those skin folds are to gather up and hang onto scents.

Plus it makes them look pretty freaky and scary, sò they make great watch dogs!

I know that Sharpei have a cery fleshy neck because if another dog bites at it, they can still turn their heads around 180 degrees and grab their throat with full motion.

Mastiffs were bred for bull fights and to scare intruders

She’s not ugly but it must be quite a chore for her owners keeping those folds clean and dry to avoid rashes.

someone please explain to me the selective reasoning for all of that flesh.

Breeders who developed fighting breeds - bulldogs and mastiffs, among others - apparently wanted those folds to keep blood away from the dog's eyes. Domestic dogs are not the result of natural evolution - they're the result of very deliberate selective breeding by people over the centuries.

So when another animal latches onto them, they can turn around inside their own skin and bite back. Like a honey badger.
