They probably don’t care. They are sitting in Karachi or Riyadh or Lagos out of the reach of US law. They use VOIP or magicjack or similar to appear to come from a local phone number and they change their numbers frequently. They just want to catch some elderly person in a panic, get a credit card number, and move on.
I’ve gotten these calls also from multiple numbers. While I have not called back to talk to a live person I would expect they would probably hang up and move on the the next victim if you didn’t sound like you were in a panic or sounded mentally coherent.
If you can find a phone they can’t trace, call them repeatedly.
I’ve got one that keeps calling several times a day and just leaves a busy signal. Clogs up my answering machine.
I used to report DNC list violators. Then I looked for any indication that any follow-up had been done on the site and found bupkus. The calls still come.
I strongly suspect the Do Not Call list is an employment service for the otherwise unemployable relatives of politicians.
