Notice the caveats, as well as the “positive” grant of rights by government versus the “negative liberties” that Obama openly decried (i.e. rights possessed by the people inherently that the government can never take away).These civil rights are ensured by placing at the disposal of the working people and their organizations printing presses, stocks of paper, public buildings, the streets, communications facilities and other material requisites for the exercise of these rights.
