So...are they charging the dogs with neglect for not changing the dirty diaper?
Slob families on welfare don’t take care of their kids or their animals and the parents are never married because that would cut into their free cash.
These people are not being helped by being allowed to breed for money.
We had to put eye hooks on all our exterior doors. She would get up and wander between the hours of 12 and 4am and was quite the escape artist. I was terrified of her freezing to death in the winter or drowning in the lake behind our house while we slept.
That's an understatement of the year!
When I lived in the country, I always had 3 or 4 big dogs. They never acted aggressive towards people but looked very fierce around cars they didn’t recognize. We lived on a hill with a half mile drive, the dogs would know if the vehicle belonged there long before they got to the house. I noticed that when the meter reader showed up, they dogs would all get up, go the meter and wait with their tails wagging. When the meter reader got out, he tossed each dog a treat.
I talked to him, he treated every dog at every farm he stopped at. Apparently there were hundreds of dogs that knew and liked him in the county.
The dogs danced in anticipation when they saw that truck.
I drove a rental car home one time, it was weird seeing my 4 big babies with hair up.
Simply saying hello to the dogs and not acting aggressive would have gone a long way.

Dogs are protective. Our Germ Shepherd was very protective of our son
While the article doesn’t exactly say they knew each other, the article does say: “At some point the animals fled and were later found inside the boy’s house. . .”
To me that reads like they knew each other because the dogs retreated to the kids home.
I’m thinking they smelled the diaper contents and thought ‘food’ as gross as it sounds- usually food is a motivating factor in dog decisions

If the only “cruelty” was the child’s and the dogs’ being outside, then I think that charge is awfully strong.

During their investigation, police said a dog tried to bite a sergeant and was shot.

That may be one opinion and there may be others with regards to the dog trying
to bite. Of course the cops are going to use it since the dog was hit with a bullet.
