Mostly what I saw in that video were drivers driving way too fast for the road conditions, drivers following the vehicle in front of them too closely, drivers not knowing that the last thing you want to do to slow down on a snowy and or icy road is to slam on your brakes, and if sliding, drivers not gently turning their wheels in the direction of the slide but instead sharply turning their wheels in the opposite direction (over steering) which causes them to spin out. Also in that vid, I saw several drivers like the white SUV that didn’t spin out or go into the ditch and who were able to slow down and even stop because they were competent drivers.

In weather conditions like the one in the vid, drivers who slide off the road or slam into other vehicles are nearly always at fault themselves. Also during winter weather conditions, when driving up an incline (a “blind ridge”), you have to know at some point you are going to be going back downhill again. Over the years I’ve seen way too many drivers gun their engines, go too fast in an attempt to get up the hill but then once they reach the crest and are going downhill, they lose control because 1) they were going too fast and 2) they did something stupid like brake too hard and or not know how to compensate for a slide.

I would however agree that it would have been good if the Comcast workers had put up more cones and had put some at the crest of the ridge or a sign saying “work zone ahead”, but then again I can’t tell you how many times I’ve seen drivers completely ignore them and barrel through a work zone at a regular or even a high speed anyway, just like the guy in the black pickup truck who was going way, way too fast. The crash caused by the black pick up was IMO in no way Comcast’s fault.

I would also point out that what if it had been a disabled car, a slow moving snow plow or a school bus stopped while picking up or dropping off children at the same spot where the Comcast truck(s) was? Since it wouldn’t have been a “work zone” or required any traffic cones to warn drivers to slow down, who would have been at fault for these spin outs and accidents?

Excellent and well-considered post, MD Expat in PA.
There was a red subcompact car in the video that slowly drove past...doing just fine.

It seems keeping a light foot on the accelerator and predictable use of brakes was all it took to drive in that area.
The man taking video would likely have gone ballistic if he was told his kids wouldn't have Facebook access for twenty-four hours. :-)

I wasn’t arguing the fact that they created a dangerous road hazard. I was commenting on the difference between states signage regulations. It’s obvious that they should have had a full blown work zone set up.
