In England they call it a pussy cat bow. I think it’s always been just a plain bow collar in the US until now.

That style of blouse is OVER 20 yrs old. I have several of them in my closet as they are church dress blouses that only get worn a few hrs on Sunday. Nothing new about them. They are just a dressy blouse very, very commonly worn by women.
