To see this in the news without some weird slant.
Politicians won’t walk out from under a large umbrella - held by someone else - and yet they make somewhere in the order of 100 times what this man does.
Not to mention EPA laws and city ordinances either.

I’d think that breathing and seeing are pretty high on the list of OSHA requirements.
I did something similar installing a dock in a much bottom lake. Took a deep breath and went head first into three feet of muck.

Wouldn’t surprise me one bit if the water company gets fined heavily for bad training, not providing protective gear, worker not following established work rules, endangering lives of others, etc. He’ll probably get fired, too.

I was in rubber boots standing in 6" of water, while an ejector pump kept up with what was coming in, while I was welding the patch over the leak.
Stacked 3-4 pallets up to lay on to weld underneath. Every time I touched either the pipe or the wall of the vault...tzzzzzzzt.
That was a LOOOOOOOONG 2 hours that it took to weld the patch.

I’ve been through 29 CFR 1926. Nothing about dunking in a mud puddle. General Duty Clause maybe. My refresher course is next week so maybe I missed it.
But in all seriousness municipal workers are often exempt from OSHA. That’s why lots of them get killed in trench collapses, machinery accidents and confined spaces. They aren’t afforded the safety training that private industry is required to provide.
Hope he doesn’t get fired for doing a good deed as so many Americans do
