Theres a small leak in the power line at that point. The device was put there to catch any electricity that leaks out till they can fix it. When the thing fills up theyll take it back to the power plant and pour the electricity back into he generator.

I have seen some similar items on the power lines where I live, they look like some kind of light. With our power going out or flickering so much lately I wondered if it is maybe something that the lineman could check on the fly to ascertain where the power is still on.

Yeah typically they would be, though this is a single medium voltage line. It looks temporary, maybe they had an imbalance on 1 phase. It could also be some kind of telemetry device.
I could not find anything like it on the web.
