From what I’ve read up on the Open Sky aircraft they carry only preapproved sensors. IR and cameras. They are defined by treaty as to what sensors my be carried. The flight paths of the aircraft must be declared prior to flight, this maybe the reason for the emergency landing at this location. The USA have 2 purpose built AC for these flights. I doubt they would use non approved sensors on these aircraft.
