Attorney General Loretta Lynch described her Monday meeting with Bill Clinton aboard a private plane as “primarily social,” but even Democrats are struggling to stomach the optics of the attorney general’s meeting with the former president while his wife is under federal investigation.
Lynch said she and Clinton talked only of grandchildren, golf, and their respective travels, but the fact that the two spoke privately at all was enough to rekindle concerns about a possible conflict of interest. Republicans have long called into question the ability of a Democratic-led Department of Justice to conduct an independent investigation into Hillary Clinton’s use of a private email server, based inside her Chappaqua, New York, home, during her tenure as secretary of state.
Once news of their meeting on the tarmac at Phoenix Sky Harbor International Airport broke, Democrats made clear that while the meeting was likely as innocent as Lynch described, it did not give the Justice Department the appearance of independence.

As you remarked, there may be political / popularity / polling ramifications, and if a drop there is how one meaures "getting away with it," you may be right. That depends on the contest and how effective the press is at transmogrifying the appearance of conflict or impropriety into a GOP-lead partisan witchhunt.
On the legal side though, nothing will happen. FBI will report "here are the facts," with no opinion and likely no citation to statute. DOJ will decline to prosecute. There will be outcry that will die down. The press will classify any outcry as GOP-lead partisan trash.

I don't know. He did get heat for not showing up for her confirmation vote, even though he was opposed to her appointment.

The “chance meeting” was probably designed to show the world that the Clintons are all powerful. A warning of sorts to the media and politicians... “Be good to Hillary, because we’re very much still connected to the most powerful people in the world and we’re untouchable”.
This was not a chance meeting. Something is up. I suspect a ploy to drag out the investigation beyond the election.
The only reason for a face to face is to pass important information between the two parties. This would be top level stuff. Something that needed immediate attention for both parties and could not be trusted to be delivered by any other means, to include a courier. This was desperate.
