Yes, it is because of discrimination. Clearly there is a disparate outcome in the frequency of HIV/AIDS in the pervert and intravenous drug users' communities. Disparate outcomes (a term of the art for liberal lawsuits against the normal--e.g., school discipline, or mortgage lending) are... BAD.
Now, if the above mentioned communities were free to donate blood, many more people would be infected, and the disparate outcomes would be diminished. That would be GOOD.
See how prejudice keeps LGBTQ and intraveneous drug users from contributing to their communities via blood donations, and also "causes" their disease rates to stay higher than those of other groups? Do I need a /S?

Wait a minute. Didn’t it used to be homophobia to claim that gays were at higher risk of getting HIV than heterosexuals? Wasn’t the propaganda that anyone can get AIDS and it isn’t a gay disease? I’m confused.
I’m currently engaged in civil indifference towards Obama’s latest cause célèbre, just as I have been with Black Lives Matter, Islamophobia, Millenials and their “safe space” issues and PC in general. IMO, the world hasn’t really changed so much that I should give two shits about any of it.
