I’m speculating that SHE may have gotten into a dispute with another resident, punches were thrown, and, due to HER smaller, weaker, feminine physique, lost the fight to the stronger, more muscular, bonafide MALE.

It's simplest to just mentally substitute "fake" when you see the word "transgender". So a "transgender man" is a "fake man", i.e. a woman pretending to be a man.

at 11:07 AM Burlington Police officers were called to the scene of an apparent assault that had occurred some hours before the report. The incident location is a homeless encampment located in the area of the Barge Canal on Pine St.
Officers discovered a 38 year old transgender
lying on the ground, the victim of apparent head trauma. The victim was transported to UVMMC where it was learned that he sustained facial fractures, a subdural hematoma, and several broken ribs.
Detectives are following substantive leads and due to the victim’s transgender status are investigating the crime as a possible bias incident. This investigation is ongoing and no conclusions
