Four of the shots that cops fired at a madman waving a knife in Midtown failed to penetrate his jacket — which was not bullet-proof — and the NYPD will now check the weapons for malfunction, law enforcement sources told The Post.
“The bullets we have may be defective and that’s very disturbing,” one source said. “When we fire our weapons we want to make damn sure that our bullets hit our target – neutralizing our target.”

9mm +P is a good performer and you can carry more rounds.
I’ve shot TULA, Barnaul, and Wolf. All went Bang, cycled the actions well, no jams caused by the ammo. FMJ only.

I doubt any cops use frangible ammo.
It is designed for indoor targets so as not to damage the target holders and backstops.
9mm is the cheapest, and law enforcement ammunition is being assessed primarily by shooting blocks of gel. The ammunition manufacturers have designed their ammunition to perform on the gel test, and the latest ammunition designs don't show any great differences between calibers.
So according to the gel tests, the latest 9mm ammunition is basically the same as atomic bomb grade 10mm or 357 magnum. (ask any handgun hunter if that is true).
Because you never know if it's going to be a "shooting" or a "fight."
A friend of mine is a retired cop/detective.
He tells stories about all the stuff he has seen 9mm bounce off of.
Their duty ammo used to be Speer 9mm 124gr. Gold Dot hollow point. I’ve never heard a bad report about that ammo. Of course, that’s when Rudy was mayor so who knows what Wilhelm is making them carry.

I do not use any steel ammo in my hand guns. They get the good stuff for practice and carry. All 9mm. If you study the serious tests, good SD 9mm ammo has plenty of penetration and expansion.
The Rock River AR15 gets a little of everything. I have run several thousand rounds of Wolf / WPA through it with nary a problem. A little dirty, but not too. Tula not good. Did not feed consistently.
The AK, well it eats any steel ammo like M&Ms. Just like it is supposed to do.
I generally use reloaded cartridges that I make up myself even in our eastern block firearms because they are less corrosive. But it is not the powder that causes the corrosive properties... it is the Berdan primers many of which leave corrosive salts in your gun.
The most likely explanation for poor performance from the cartridges used by the police in this instance is probably improper storage. If ammunition is not stored in cool dry locations its performance will suffer over time. I store all of our ammo in sealed containers with desiccants to absorb moisture from the air.
This may explain the difficulty you seem to be describing from surplus Eastern Block ammunition. I have never had any difficulty with Eastern Block ammunition that I removed myself from a sealed metal tin even when it was very old.
I think ems and emergency room folks have seen the same thing.
the gel is supposed to be the average of the human body density. They are trying to be scientific and have repeatable tests etc. The problem is that the human torso is not uniform density, it is surrounded by a ribcage which can deflect bullets, esp lighter and low velocity bullets.
The way the NYPD shoots that's just begging for wrongful death lawsuits.
The .45 Long Colt Magtech Argentine made ammo that I used was crap too. Had several rounds that almost barely cleared the muzzle of my S&W 25-5. Sounded different, light recoil. Keep you on your toes!
I use Hornady Critical Defense. It’s designed to retain its shape until it hits human flesh and then it expands.
This is a load of cr*p. They missed.
No way any bullets, even those of under powered cartridges, wouldn’t penetrate a light jacket.
They are made for penetrating only light clothing.
They don't ricochet, a glass window or sheetrock pretty much stops them.
If they penetrate in the center of mass, you're dead.
If they hit your arm, all that's left is the bone.
They have a blue polymer tip followed by 1200 BBs in a jell.
Due to the rotation of the bullet, the BBs come out in a swirl and make about a three inch cavity.
A normal leather coat or heavy jacket will usually stop a BLUE Glaser.
In the winter, your use GRAY tipped Glasers. They will penetrate heavy clothing.
If I was a cop in a city, I'd be using Glasers to reduce the chance of harming an innocent.
