Perhaps, but when I went through Boot Camp at PI, the DI’s, officers, and everyone else (of the cadre, that is) made it very clear that while the Corps was part of the Navy Department, it was not part of the Navy’ nevertheless, the Navy and Marine Corps were part of one team.
