The MetroRail in WASHINGTON, DC was recently shut down for inspection of the electrical components of the rails throughout the underground portion of the system. This after 2 electrical fires in less than one year, related to the rails. I won't discount the possibility of terrorist chatter related to WMATA, but there was ample maintenance related reason to shut it down.
