What most people don’t know is that every level of classification from sensitive to top secret has a defined criteria that each classified it must meet. It is not the old days of “let’s make everything secret and we can sort it out later.”
The filtering process is based on how much damage the inadvertent disclosure of that document’s contents could cause the US.
Before I left I had the duty of reviewing a Vietnam era document. It was so sensitive that only 11 copies were made and 30 plus years later it was still classified. Had several interesting fights over that document and lost everyone of them; something about the declassification guidelines being linked exclusively to hardware and not humint activies. Oh well...
