She also has a legal problem. By contract of carriage (the rules under which passengers travel), certain treaties, and international maritime law, ships are often registered in foreign countries and sail under a “Flag of Convenience.”

Bahamas, Liberia, Panama are often used, because they give the ship owners great rights and it’s very difficult to sue for damages there. According to maritime law, any suit for damages would have to be brought in that country. Under law, if you are on the high seas, out of territorial waters, you may be in the middle of the Atlantic, Gulf of Mexico, or any sea, but legally, you are where the ship is registered.

Lawyers can often break that and sue where the passenger boarded the ship, where they were “enticed” to take the cruise (where it was advertised) and some other causes, but jurisdictional standing can be a problem.

Best guess, Holland America quickly settles for 5 mil.

Never liked those third-world staffed cruises or third-world resorts.

If we only patronized workers and raw materials from free nations, the world would be a very different place.

We are essentially funding dictators and their friends for slave labor.

So how many Americans would take a job working 12 or more hours per day, seven days a week, for months on end? And as for the staff, they get twice the money or more than they can earn at home.

Back in the day, most of the cruise ship stewards were good-looking gay or bi men who would flatter the ladies to get tips and enjoy each other's company after hours.

you stopped in another country. Probably Canada. It is just prohibitive to flag a ship with an American flag due to the insane amount of regulation and dangers of political interference.

The Jones Act, passed in the early 1920’s requires an American crew on an American built ship if one is carrying cargo and/or passengers between two American ports with no stops in a foreign country’s port. So if your cruise ship went from Seattle to Anchorage, with no stops in Canada, it is covered by the Jones Act. The Jones Act I believe also required the ship to be registered in the US.

Cruise lines that do not exclusively travel between US ports can be registered in Panama, Liberia, etc and need not carry an American crew. About ten years ago my family took a Disney Cruise. The more menial jobs were done by third worlder’s. The entertainers, the front desk people and some of the deck officers and marine engineering officers were US citizens. The captain was from Germany.

Are there not dead-man latches like in hotels?

The story said he entered and waited for her to return, so the dead-man latch wouldn't help because she wasn't in the room to lock it.

Pujayasa escaped the room by jumping from balcony to balcony and told a workmate that he had 'killed a guest'. The colleague reported him to a superior and he held by the ship's security until reaching a U.S. port.

The room service attendant told police he decided to attack the woman after she apparently told him: 'Wait a minute, son of a b****' when he knocked on her door with her breakfast.

'Pujayasa stated that the passenger's comment of 'son of a bitch' was offensive to himself and his parents. He was angry and upset the rest of the day.
