The Founding States had established the federal Senate partly so that senators would protect their states by killing House appropriations bills that Congress could not justify under its constitutional Article I, Section 8-limited powers, the power to tax and spend for intrastate infrastructure purposes not one of those powers.
So whereas the states might normally have the revenues to properly maintain intrastate infrastructure, as a consequence of 17A they actually don’t have the revenues to do so. This is because corrupt senators are helping the corrupt House to steal state revenues by means of unaccountable, vote-winning, unconstitutional federal taxes.
The 17th Amendment needs to disappear and a bunch of corrupt senators along with it.
