But instead they spent every penny and replaced the money with an IOU.
That is true and it is like Boogieman said, they set it up to where most people would be dead before they could collect it so they thought they had a bunch of extra money to spend but people started living longer and it back fired.
Socialism has done nothing but fail in the long run.

Not, it wouldn’t. SS and Medicare are TAXES that go into the general treasury, along with all other taxes. So, instead of sticking our progeny with the tab we should use the money that would be spent on welfare, and let the users and takers and gibmedats who are on welfare make their own way.
