Just get some pictures of Ice and make an ice layer in the water around the Bear! There! Global warming fixed and picture-bear is be happy!
That bear is in that water anytime it wants. It is there because it wants to be there.
Niagara Falls is frozen so it could slide down the falls if it was there.
