Seriously, you have to give us more detail than that. Is this a PC? A Mac? What operating system? What version? What are you using for a web browser?
Boot up in the ‘safe’ mode, and see if same occurs. I might pull out the virus software and see what shows up. If you don’t have any...download AVG for free. The odds are....some type of virus.
Go back in time if you can. Something has edited your tool bar.

Can’t restore to an earlier time. Tried that. Thanks anyway.
Have you tried rebooting the computer? You don’t say, but that simple step solves that kind of problem you are describing.
If you are still having trouble with your button bar, go into preferences and make sure they are set the way you want.
As for your e-mail, you don’t say whether you are using webmail via a browser, or if you are using a dedicated e-mail program like Outlook. If you are using webmail try accessing it from a different browser. If that works, it means you need to reinstall the original browser that was giving you trouble
If you are using Outlook or similar, try reinstalling the program.
Malwarebytes is pretty good at finding evil.
Your environment PATH variable might be too long.

Don’t get ‘pulling out virus software either.
I did delete and re-install Malwarebytes and Avast.

(I’m probably hopeless- but I have fixed a lot of PC problems by typing in my problem until I found someone with the same kind and how they fixed it :) )
Probably have to call the PC repair guy this time. Dang it.

First thing I tried was rebooting. I know that. Believe it or not. LOL
Mail is Yahoo. I tried opening an account with G mail...same problem.
Where do I find preferences? (told ya I’m dumb broad with PCs)

Safe Mode:
shut down your pc.
turn back on and repeatedly press F8 key until pc comes up in Safe Mode.
Also check your Control Panel, System, System Protection to see if you have any Restore Points available
Left click and hold on your task bar, now while holding left button down drag your task bar to bottom of screen or wherever else you want it (I like mine on the left side)
Now go to your desktop and press ctrl-alt-del keys all at the same time. When a screen pops up, left click on ‘start task manager’ from the list that appears. Choose the ‘applications’ tag from the next little window but that one should already be the tab you are already looking at. now highlight anything on that list and choose ‘end task’. Be sure you are on the ‘applications’ tab and NOT the ‘processes’ tab in this window. When all ‘applications’ are closed close the task manager completely. Now if everything looks fine you should probably re-boot your system to lock everything in.
If you don’t have a virus or something this simple process should clear everything up for you. Good luck, I hope that’s all it is. It can get whacked out like that occasionally but it’s fixable.
You need to try an entirely different browser, not a different e-mail service.
If you are using Explorer, try Google Chrome or Firefox. That will tell you if the trouble is caused by the browser. As for where Windows hides its settings and preferences, someone else will have to guide you there; for me it is an unfamiliar thicket, being a Mac guy. I do know that Windows does let you tell it where and how you want your icons to display, and it seems that has to be re-set.
When you reboot your computer, read your screen for the words, “Boot,” and look for the words, “Restart in Safe Mode.” Near those words will say which key to push to reboot in safe mode. Either F8, or F12 or something similar.
It’ll happen quickly, so be ready to hit that key over and over until it gives you the option.
You will be doing this in DOS, so your mouse won’t work.
I did download AVG..see if that does anything.
